Meeting of the expert council on customs reform: Discussion of customs registration and declaration issues Covered in the draft Customs Code (in new revision)

Aims and objectives: The objective of the Expert Council meeting was to continue constructive policy dialogue among the Government, private sector and other involved parties on joint discussion of the clauses of the draft document regulating issues of customs registration and declaration of goods.

Questions: Among the issues discussed during the course of event were such issues as necessity of accurate definition and precise regulation of customs registration time and places; securing documents and information necessary for customs registration in the Customs Code without referring to by-laws; importance of regulation of clauses on introduction and functioning of electronic declaration of goods; securing criteria for restriction of places of declaration of goods; necessity of reconsideration of specific requirements and conditions of functioning of customs agents and others.
