Aims and objectives: Within the framework of the events being carried out on finishing project Customs Code of Project “Improving the systems of customs administration in the Republic of Uzbekistan”, the joint project of UNDP and State Customs Committee it was carried out meeting of Expert Council on discussing status of the project Customs Code in new issue, which regulates issues of identifying customs valuation of goods and customs payments, which took place on 13th of July, 2007 in conference-hall of “Grand Orzu” Hotel. The objective of the Expert Council meeting was to continue constructive policy dialogue among the Government, private sector and other involved parties on joint discussion of the clauses of the draft document regulating issues of customs registration and declaration of goods, checking consistency of each customs valuation of goods methods, which are included in the project Customs Code, with the internationally accepted norms and standards, revealing the moments that interfere in realization of effective foreign-economic activity.

Questions: During the discussion there were mentioned such issues as criterias of using method of identifying customs value on the value of contract with the goods being imported and the basis for customs officials’ refusal of using it, components that are included to the customs value on the value of the contract with the goods being imported, procedure of making correction to the customs value of goods during and after customs registration, validity of using reserve method of identifying customs payments, necessity of making clear the periods of investigation time (3 years) not only on request of the payers about returning extra paid customs payments, but also on customs payments, incentives on paying customs fees and many more has showed that there are many disputable issues in this field. At the end of the discussion the participants have agreed on additional development of introduced comments and proposals, and on directing sounding recommendations to the working group of the project Customs Code in new issue.
