The main tool of business and government interaction are Expert Councils, that perform functions of expert-consultative institutions. In order to organize dialogue between the government and business in a systematic mode by the Chamber of Commerce and Industry of the Republic of Uzbekistan and with the support of UNDP it is being carried out meetings – business forums. This kind of dialogue may assist not only to understand interests and intentions of the parties but also to increase effectiveness of reforms being realized.

In carrying out business forums the principle of majority of private sector representatives in the list of councils is being followed (not less than 3/5). In the team of expert councils there are also representatives of governmental agencies, non-profit-making non-governmental organizations, and scientific-research institutes that participate in the meetings.
